This is grandma Joanne's old rib recipe-she used to cook the ribs and then use this mixture as the seasoning/sauce.

Ingredients:
2-3 round steaks
1 C ketchup
1 Tbsp flour
1/2 tsp ground cloves
1 tsp celery salt
1 Tbsp brown sugar
3/4 C water
Directions:
Mix all ingredients in medium saucepan over medium heat
Bake round steak in 300 deg oven for 2 hours, or, with 1C beef broth in instant pot under "meat" setting for 30 minutes
Remove meat and shred, removing all fat and draining off juices
Combine meat and sauce
Bake in 300 deg oven for additional 2 hours, or, in instant pot for an additional 30 minutes under "manual" or "stew" setting
